Key learning outcomes
Upon graduation, you will be able to lead and innovate public organizations responsibly and creatively. You will master the advanced knowledge base of the field and be able to produce new information considering perspectives from various disciplines. You will be able to critically evaluate information and ensure the continuous development of your own and your work community's skills. You will apply problem-solving skills and research and development methods in your leadership to produce new and forward-looking solutions.
You will be able to manage the finances of public organizations. You will understand the key methods, principles, characteristics, and practices of financial management from the perspectives of public organization management and professional research. You will be able to identify and analyze financial management practices and problems, as well as your own financial management capabilities and skills to improve operations.
You will be able to lead the strategic development of public organizations. You will understand the role and significance of strategy and strategic management as a future success factor for public organizations. You will be able to evaluate various strategies, conduct strategic analyses, and lead the implementation of strategies, as well as monitor and assess their realization.
You will lead human resource management practices and processes based on the strategy of the public organization. You will develop human resource management from the perspectives of organizational competitiveness and sustainability and evaluate the importance of employee well-being as an essential element of successful organizational performance.
You will apply public law regulations in supervisory work. You will be able to analyze and critically evaluate the key principles, general doctrines, and theories of public law. You will solve legal problems and questions analytically, critically, and comprehensively, promoting the realization of ethics and responsibility at both individual and group levels.
You will understand the legal issues related to public procurement, especially from the perspectives of municipal and state procurement units' authority and contractual activities. You will master the key legal systematics of procurement in public services and goods, as well as construction contracts. You will be able to analyze the problems of public authority obligations and service production, particularly in the context of public authority tasks and publicly funded activities.
Education planning
The learning outcomes of the curriculum of the Master's Degree Programme in Economy and Management of Public Administration are based on national and international foresight and benchmarking data. The curriculum has been developed using the national and European Qualifications Framework (NQF7/EQF7) as well as Arene's recommendations for common master's degree competencies and Jamk's sustainable development roadmap.
The RDI activities of JAMK University of Applied Sciences carry out high-quality research and development activities regionally, nationally and internationally with other higher education institutions, organisations in different fields and research institutes. The business unit is an active member of the international UN PRME (Principles for Responsible Management Education) community and the European EUDRES (European University Alliance) network, which enables not only research cooperation but also the development of education and teaching.
The Master's degree programme is developed in a multidisciplinary perspective and together with business partners and with Tampere and Turku university of Applied Sciences. The study module is developed annually based on AVOP feedback given by graduating students. Master's degree students and alumni actively participate in the dialogue, supporting the development of education, for example. through various feedback channels.
