Objective

I understand the fundamentals of the Finnish system of government. I describe how public authority is exercised in the highest state institutions, in state administration, and in municipalities. I explain the legislative process and the factors that influence it. I understand the significance of fundamental rights in the exercise of public authority. I understand the course of general administrative procedures, the principles of good governance, and the basics of the judicial relief system in public administration. I explain the regulatory framework concerning the publicity of official activities. I describe the structure of the taxation system and the principles of taxation.
