Objective

The course covers various aspects of preparedness, including proactive planning and resilience. Activities are examined from the perspectives of the state, municipalities, businesses, and civil society, focusing on the responsibilities of different actors in maintaining comprehensive security. The course equips participants with the skills to analyze and enhance the readiness of organizations and society to endure and recover from crises. Upon completing the course, students will be prepared to contribute to the planning and management of comprehensive security and apply crisis management principles practically within their own organizations and operational environments.

Content

Do you want to proactively prepare for the future? Are you interested in developing a comprehensive security mindset? This course aims to provide a deep understanding of the importance of preparedness and its crucial role in comprehensive security. Comprehensive security refers to the activities related to ensuring societal preparedness and operational capability during both normal and exceptional circumstances. Preparedness is a vital part of Finland's security of supply, integrated into various societal functions. Security of supply ensures the continuity and recovery of society's operations in crises, whether caused by natural disasters, technological disruptions, cyber threats, disinformation, or human crises. Including • Dimensions of comprehensive security and the concept of resilience • Preparedness and the social dimension of comprehensive security and resilience in communities • Security of supply in a changing environment • Sociocultural dimensions in crisis situations • Roles and responsibilities of different actors in comprehensive security and resilience • Individual psychosocial security

Teaching methods

The course is conducted entirely in Moodle. The assignment submission dates are as follows: in the autumn – September 30, October 31, November 30, and December 31; in the spring – January 31, February 28, March 31, April 30, May 31, and July 31. Assignments will be assessed within one month of submission. Exceptions: assignments submitted by May 31 will be assessed and recorded in the student register by June 9. Assignments submitted by July 31 will be assessed during August and recorded in the student register with the date of July 31. The course covers various aspects of preparedness, such as proactive preparedness and resilience. It examines these functions from the perspectives of the state, municipalities, businesses, and civil society, as well as the responsibilities of different actors in maintaining comprehensive security. The course provides students with knowledge and skills to analyze and develop organizational preparedness. The course consists of online lectures and other study materials, as well as assignments and exams. A failed performance may be supplemented up to two times based on the feedback provided (resubmission). Please note that assignments can only be supplemented within the validity period of your study right. If your study right ends on July 31, you cannot submit any supplementary work in August. A passed grade may be improved once within one year of the original performance. An attempt to improve the grade also requires a valid study right. If you wish to attempt a grade improvement, please notify the responsible teacher by email. During teachers’ vacation periods, no guidance is available and emails or inquiries will not be answered. Please remember to give course feedback in Tuudo after the course ends.

Opintojakso tietoperusta rakentuu kokonaisturvallisuuden toimintamallin ymmärtämiseen, jossa yhteiskunnan elintärkeät toiminnot turvataan viranomaisten, elinkeinoelämän, järjestöjen ja kansalaisten yhteistyöllä kaikissa olosuhteissa. Yhteiskunnan turvallisuusstrategia 2025 sitoo yhteen suomalaisen yhteiskunnan elinkeinoelämän, joka on kurssin keskeinen sisällöllinen teoria.

Suoritustapa koostuu verkkoluennoista ja muusta opiskelumateriaalista sekä tehtävistä ja tenteistä, jotka suoritetaan itsenäisesti omaan tahtiin.

Student workload

Opintojakso jakautuu viiteen kokonaisuuteen, josta kunkin suorittamiseen on opiskelijalla varattu aikaa noin 25 tuntia. Kokonaisuudet ovat: -Kokonaisturvallisuuden ulottuvuudet ja kriisinkestävyyden käsite -Varautuminen ja kokonaisturvallisuuden sosiaalinen ulottuvuus ja kriisinkestävyys yhteisöissä -Huoltovarmuus ja muuttuva ympäristö -Sosiokulttuurinen ulottuvuus kriisitilanteessa. Eri toimijoiden roolit ja vastuut kokonaisturvallisuudessa ja -kriisinkestävyydessä -Varautuminen henkiseen kriisinkestävyyteen

Qualifications

The course is designed for actors from all sectors of society who require skills and understanding in preparedness, comprehensive security, risk management, and resilience.
