Objective
The student has a command of the basic information and skills in front-line management, supervising of client work and managing the client process.(in public, non-governmental and private sector). The student knows the basics of personnel management, development of vocational competence and successful personnel planning and also financial management. The student knows how to develop services and the inclusion of the public and the clients as well as partnerships with various actors in different networks of authorities and citizens. The student knows the basics of work legislation and occupational safety and also terms and conditions of employment
Content
The culture , styles and rules of leadership and management especially in social services and early childhood services.
The conditions of management in the social services sector. The front-line manager’s roles and tasks as well as the information systems related to management. Personnel management and occupational welfare and wellbeing. Decision making in public administration and the citizens’ and clients’ participation and influence. The psychology of leadership , Developing and Supervision Methods and financial management.
Qualifications
In his/her vocational studies the student has achieved a comprehensive understanding of management, quality and team work in the social services and healthcare services sector.
Assessment criteria, satisfactory (1)
The assessment criteria are based on achieving the learning outcomes for the course:
Active participation in contact teaching, individual and group work, book analysis/exam.
Excellent (5)
The student demonstrates a constructive approach to the work and a critical understanding of supervising client work as well as work community know-how in the way he/she gathers and applies information in supervising the development of client work, ensuring efficiency in the work community and planning and organising services.
b) knows how to develop the methods and new models of operation for front-line management, and try these in work processes and service systems.
c) knows how to work in unexpected situations within the sphere of supervising client work and work community tasks, knows how to work in networking, multiprofessional environments, and knows how to initiate development projects.
d) knows how to use a systematic and evaluating approach in his/her front-line management work, in demanding processes and in the work community, readily takes on responsibility for front-line management and the methods of work development in the work community and the service he/she represents.
Understands decision making and the methods for strengthening inclusion of citizens in public administration, and is also aware of the channels and forums where he/she can exert influence as a professional.

The student has sufficient knowledge of the methods for strengthening public inclusion and knows the channels and forums where he/she can exert influence as a professional.

The student has a grasp of the basic knowledge and skills for gathering and applying information, communications, the use of the basic methods for front-line management in the social services sector, and public administration. The student is able to exert professional influence at a satisfactory level.
