Objectives
The students internalize the mechanisms of the legal system in public law and become aware of the control effect of norms and the system in practical work. They have an overall picture of the historical development stages of administration, as well as of its current structure and operation. They are familiar with the essential legal principles and norms of administration and can apply them in practice.
Content
Legal order, legal actors, public authority, measures of the authorities, competence, parties involved, presentation and decision making, administrative procedure, the differences between general and special administration, conflict settlement procedures, time limits, transparency of documents and receipt of service, electronic administration, legal protection and appealing, administration of administrative law

Relevant legislation and practise. The recommended ebook: Mäenpää, O. 2017. Yleinen hallinto-oikeus. Alma Talent ja Olli Mäenpää. Also other literature on administrative law.
Teaching methods
All of the studies will take place in the online environment in response to the assignments given so that the students may proceed independently according to their own schedule.
Exam dates and retake possibilities
Two (2) of the learning assignments will be assessed in accordance with the assessment criteria and scale and they will have an effect on the overall grade.
Alternative completion methods
The use of an optional completion method is subject to a well-founded reason that will be considered on a case-by-case basis.
